Dutton-Lainson Hand Winch # DL16003 How Does It Feed Out with Tension in Line

Question about this hand winch. I have watched the videos and do not entirely understand how you would release the line if there is tension on it. I understand that the top latch releases the handle, but leaves the drum is still locked because of the lower latch. If the handle is latched, and the lower latch is released it would freewheel, but only until the handle hit its limit correct? With a standard 360 degree one way winch I would keep my hand on the handle and slowly let out the line until tension is lost...that cant really be accomplished with this ratchet...correct? Long story short, how does the guy who has his photo lifting up his hot tub cover lower it down without it freefalling? Thanks guys! Jeff

It would be like operating the winch in reverse except you would have to manipulate the levers with each crank to extend the line out. You'd use the lever to release the tension on the spool by pulling up slightly, then you'd release the feed out lever below the spool so that you could lower the handle feeding it out about 1/4 turn, you'd engage the release lever to the spool so that you could then rotate the crank in the opposite direction to you could "grab" another section of the spool to lower it.
