I do have a solution for transporting a cargo bag like the Rightline Gear Sport 3 XL # RL100S30 on your Honda CRV that has flush mounted side rails.

If you are wanting to attach the bag directly onto the roof, instead of securing the straps to the side rails, you can run the straps through the vehicle's interior and then out around the carrier. Since there is no space on or beneath the side rails on your CRV, this will be the only option to attach a bag directly to the naked roof. I have attached an image that shows this method in action.

This is a very nice cargo bag that will provide you with 18 cubic feet of storage space and features durable, waterproof material to protect your cargo from the elements. The bag itself unzips three-quarters of the way around to allow for easy loading and unloading and the four straps for securing the bag are included.

I have also attached a short video demonstration on this product for you to check out.
