You are correct that any bike rack that will be used on the back of a trailer or other RV must be strong enough to withstand the extra vertical and lateral stress forces found at the back of such vehicles. There are extra stresses on RVs due to the greater distance between the rear axle and the hitch tube; this greater distance translates into more leverage applied to the rack, and so RV racks are built to be extra-sturdy.

I suggest you consider the range of RV-rated platform racks shown on the linked page.

Swagman's frame-mount Dispatch # S44FR offers a substantial 45-lbs-per-bike weight rating, handles wheelbases up to 52-inches, tires up to 3-inches wide and its shank gives you 6-inches of rise for better ground clearance at the trailer, especially valuable when you're entering a driveway.

Locks for the rack and for your bikes are included.

If your bikes happen to be on the heavy side (more than 45-lbs each) then instead you might consider their E-Spec 2-Bike Platform Rack # S94FR which can handle 60-lbs bikes.

In terms of overall build-quality and value the Dispatch carrier is hard to beat. I have owned one of the Swagman racks for several years, and while it may not be quite as stylish as some other brands' carriers it is made to last.
