Can an RP30047 be moved from a 2011 Chevy 1500 to a 2015 chevy 2500hd? Thank you

The Reese 5th Wheel Trailer Hitch # RP30047 referenced in your question is compatible with standard above-bed base rails. As long as you have standard rails installed on your new 2015 Chevy Silverado 2500, your existing hitch can absolutely be transferred to this truck.
If you do not already have base rails installed on the new truck, I recommend the Reese Quick-Install Custom Base Rails and Installation Kit # RP50066-58. These rails and brackets are actually custom-designed to fit your Silverado so they will use existing holes in your truck's frame for installation. This custom kit will cut installation time in half when compared to universal systems.
