Using Friction Sway Controls on Both Sides of Trailer Tongue
Question:
Do I need sway control for both sides of the trailer tongue?

As a general rule of thumb, if the trailer weighs more than 6000 lbs or is greater than 26 feet in length, you should use two friction sway controls, one for each side.
A friction sway unit like the # 83660 you referenced is what I'd consider an entry-level product. Using a w/d system that has an integrated sway control system would offer better performing sway control.
If you are using a Reese weight distribution system that features the cam at the end of the spring bars, you might want to consider the Reese Dual Cam Sway Control system, part # RP26002. A friction type sway control will resist trailer sway, but the Dual Cam system will prevent it from occurring in the first place, leading to a safer more pleasant towing experience.
Equal-i-zer systems are another option. The sway control offered is just about on par with the Reese Dual Cam, but Equal-i-zer systems are less mechanically complicated and therefore easier to use and adjust. Equal-i-zer systems are manufactured in the USA, and their customer support is excellent.
