If your electric trailer jack's motor is operating but the jack does not move up or down this suggests a problem in the gear box connection between the motor and the jack. This issue would often tend to include some bad noises. Since you can manually crank the jack up and down it would appear its main screw mechanism is still okay.
However, it can happen that a jack will appear to be getting full power to operate (say, for example, if its built-in lights do light up) but still not operate if the ground connection is weak or if the trailer's battery is not fully charged. Powered jacks demand more power when lifting than when lowering and so sometimes you might find that your jack will lower without issue but will struggle to lift. A weak trailer battery could let the motor make some noise without delivering enough actual power to let the motor do the lifting and lowering.
Since this jack is brand new I suggest you return it to the place of purchase and replace it with a better quality unit like our # EJ-3520-BBX which is also rated for 3500-lbs and which carries a 1-year limited warranty.
