If the Tekonsha PowerTrac Electronic Brake Controller # 39523 is not powering on inside your 2003 Chevrolet Silverado after installation, unit is not receiving power through the black wire.
The brake controller receives power from the black wire on the wiring adapter # 3015-P. If you have 12 volt power on the black wire and the controller is still not powering on, then there may be a poor ground connection on the truck, adapter or brake controller.
I recommend cutting the white wire on the adapter and using a length of 10 gauge wire # 10-1-1 to run the ground wire to the negative post in your Silverado's battery. This will provide the most secure ground connection.
I have attached the installation details as well as a helpful article on installing a brake controller in 1999-2006 Chevrolet Trucks for you to check out.
