Available 6K Weld-On A-Frame Drum Brake Actuators
Question:
Assuming I can grind off the old unit that has never worked, is a direct replacement available, or am I going to have to go bolt-on? Alternatively, if I accept that I wont have lock-out functionality, I guess I could refurbish this unit. Does this look do-able to you?

Thank you for the photo of your trailer tongue and actuator coupler.
The one weld-on 6K drum brake actuator we offer is the Titan Multi-fit A-Frame Actuator # T2492800. This accepts 1-7/8-inch, 2-inch and 50mm hitch balls and includes a breakaway kit. It will fit 50-degree a-frame trailers. Note that this coupler does not include a reverse lockout so it best paired with free-backing brakes like # T4423400 and # T4423500.
All 6K drum brake actuators for 2-inch balls are shown on the linked page. You can click on the filters to narrow the selection shown.
