Anti-Rattle and Anti-Sway Recommendations for the Thule Parkway Bike Rack

What is the best anti sway device for this bike rack?

If you mean an anti-rattle device to limit the movement of the Thule Parkway in the hitch receiver then it already comes with one. It is a threaded hitch bolt that, when tight, holds the bike shank to the receiver to reduce or eliminate movement of the rack in the hitch.
If you are talking about anti-sway to help prevent the bikes from swinging on the rack then you would just need 2 of anti-sway cage # 853-7758 and 2 of strap, # 852-3006-001.
