What is the best way to remove a brake electromagnet 3,500# Dexter that is rusted to the actuator arm?

I recommend replacing the entire brake assembly on your 3500-lb axle if the magnet is so badly corroded that it is now stuck to the actuating arm. We offer cost-effective brakes # AKEBRK-35R-SA and # AKEBRK-35L-SA that are rated appropriately for your Dexter axle.
If you prefer to repair it you might try a commonly-available aerosol solvent like PB Blaster or WD-40, but you'll need to take care that none of that lubricant gets on the pads or elsewhere. Allow it to soak in, preferably overnight. Multiple applications may be required.
