Since you have a Class ll trailer hitch on your Outback it really limits the carriers you can place in the hitch. If you have an electric scooter the weight of the scooter added to the weight of the carrier may exceed the capacity of the hitch. Most Class ll hitches limit the tongue weight at 300-lbs.
We do not offer any carriers with a ramp that will fit a Class ll hitch with a 1-1/4 inch receiver opening. The carriers we carry that have a ramp are all designed for Class lll hitches with a 2-inch receiver opening. I do have a solution for you.
I recommend replacing the trailer hitch on your Outback with a Class lll hitch. If your Outback is not the Sport model the hitch I recommend is part # 75560. This is a class lll hitch and it has a 2-inch receiver opening.
With the # 75560 trailer hitch installed I recommend the Pro Series Steel Solo Cargo, part # PS10401-10402. This measures 32x48 and includes a 48-inch long ramp.
