My thought is you have a short in the wiring. The trick is to find out where it is. Start by inspecting the trailer connector at the back of your tow vehicle and make sure it's free of corrosion and debris. Then, with a circuit tester, like #PTW2993, test each pole. If it fails, you know the issue is with the vehicle and to look for a short in the wiring or have a mechanic look at it.

If everything checks out at your trailer connector, then the problem is on the trailer. Inspect the trailer side connector for corrosion or debris. Then follow the wiring through the trailer looking for any pinches, kinks, or exposed wires along the way. If you find any damage, fix or replace the wiring in that location and test your lights again.

If you follow these steps and are still having the same problem, let me know and we'll do some further troubleshooting.
