The brake controller plug will only be present on a 2016 Ford Explorer if the vehicle came with a factory installed 7-Way trailer connector. If it came with a 4-Way flat connector then the brake controller has to be hardwired in using # ETBC7. I have included some links that show and explain the ETBC7 installation.
If your Explorer does have the factory 7-Way then the plug will be there to plug in # 3035-P. It should be near the steering column. Or, to put it another way, it is up above and behind the brake pedal. You will likely have to remove a panel to access it.
