Does Over Under Kit for 1-3/4 inch Axle Require Welding

I saw where you recommend the two components to create a kit for over-under conversion for a 1 3/4 axle. Does this require welding?

All you would need for an over-under kit for a 1-3/4 inch round axle would be the U-bolt kit part # APUBR-10 and the spring seat part # TRSS175 that you referenced. You would need two of the spring seats.
You will need to weld the spring seats into place.
