Do Draw-Tite Trailer Hitches Require a Stabilization Strap Like Curt Hitches for a 2016 Mazda CX-3

Does this rack recommend the use of the 18050 stabilizing strap like the Curt hitch? My UHaul hitch has some major bounce when loaded with 2 bikes.

Curt is the only manufacturer that requires the use of stabilization strap # 18050. No other manufacturers require it though you can still use it if you want to. The idea is that the strap reduces some of the stress on the hitch. Uhaul hitches are just rebranded hitches from other hitch manufacturers so it is a Draw-Tite or a Curt too.
Any accessory you put in a hitch is going to move. This is because the shank of the accessory has to be a little smaller than the receiver opening so it will fit in easily and be less likely to seize up if left in the hitch. Many accessories now come with some sort of anti-rattle device to limit this movement.
For accessories that do not come with an anti-rattle device of some kind you can add one such as # # RM-061-125. These will limit the movement without having to attach a strap to your vehicle like you would if you used the Curt trailer hitch on your 2016 Mazda CX-3.
