A brake controller can apply up to 12 volts of current to the brake assemblies of the trailer depending on how much braking performance is being asked for.

The controller allows the brakes of the trailer to be applied at varying strengths depending on how much voltage is put on the circuit. 12 volts would typically lock the brakes up and then lower than that can put either a light drag or somewhere in between.
