Will this controller work on electric over hydraulic brakes on a flatbed 2013 PJ trailer with 10,000 lbs Axles? Truck is a 2014 Ram 3500

It sure will, the Curt # C24VV TriFlex Brake Controller is indeed compatible with electric over hydraulic brake actuators. You will also need the # C51453 brake controller wiring harness. I'll link you to the instructions for the # C51453 wiring harness that shows the location of the plugs under the dash of your Ram.
