The Sportrack ladder rack part # SR1005 is a semi-custom roof rack confirmed as a fit for your 1999 Chevy Cavalier that has the potential to carry a couple of ladders as long as the weight of the two is less than what the owners manual of your vehicle states is the roof capacity.
For straps to secure the ladder to the rack you could use the part # RTD3 which comes with two straps.
