Question:
What would be the source of the P.L.indicator to flash without the trailer being hooked up and the vehicle parked and not running after wiring hook-up?

The P.L. code that you are seeing on your Tekonsha Primus IQ Brake Controller part # TK90160 means there is a power interruption while the brake pedal is depressed. This typically is caused by a bad or insufficient ground. You can test this by attaching the white wire from this controller directly to the negative side of a vehicle battery to see if the problem goes away.
I also attached an FAQ article on troubleshooting brake controller installations for you to check out.
You should also check the condition of the wires in general as there could easily be just a loose wiring causing this.
