The Hayes Air Utility Brake Control, part # HA100400C is designed for use with air brake systems of tow vehicles and automatically operates electric trailer brakes in synchronization with air brakes. Disk brakes are hydraulic so this system is designed to work with them perfectly connecting to the electric over hydraulic actuator.
If your trailer has a surge coupler and hydraulic disk brakes this unit is not designed for that application either.
You could use a proportional brake controller if your vehicle has a dedicated brake circuit and negative ground system already equipped. To test to see if you have a dedicated brake circuit you would need to use a circuit tester, item # PTW2993 if needed, and test the wires behind the brake pedal. Then find the wire that has power only when the brakes are applied.
If your vehicle is equipped with a dedicated brake circuit and negative ground system you could use the Tekonsha P-3 Trailer Brake Controller - Proportional, part # 90195. This controller is designed for use with electric over hydraulic braking systems like the Titan BrakeRite I Plug and Play Electric-Hydraulic Actuator Kit, item # T4813102.
