How to Move Axles Under Leaf Springs on a Horse Trailer with Slipper Springs
Question:
I would like to do an Axel over conversion on this trailer. Cannot find any identification on axels or trailer... 3inch tandam axels with 12x2 5 bolt electric brake assymbely hubs on rear axels 6 lug hubs. The springs are 5 leaf slip springs 25 1/2inch from bolt to bolt 2inch wide jacked up with axel weight habging. Wouldnt mind going to a double eye setup maybe its an old wise tale but Ive always heard not to use an Axel over conversion on slip springs.

Dexter Trailer Springs Over-Under Conversion Kit, like part # K71-385-00, is specified by Dexter for use only with double-eye springs. It is not suitable for use with slipper springs.
If you really wanted to move the axle under the leaf spring you would have to replace all hangers, equalizers, and springs.
The part # K71-385-00 is the correct over under kit for 3 inch axles like yours so that's a good start.
3 inch axles are typically 6k or 7.2k axles so for leaf springs the # e46SR that you referenced would work. Then for a tandem axle hanger kit the part # APT5 would fit and work well with that spring and conversion kit.
