It is possible to install the Swagman Roamer LT Roof Rack # S80510 on the bed rails of your 2013 Toyota Tundra. However, I see a couple of potential compatibility issues between the rack and tonneau cover that it will be important to consider. The crossbars of the rack will not allow the tonneau cover to fold back, if it is a hard tonneau cover. Even removing the crossbar from the foot may not provide enough clearance for the tonneau, as the base of the foot extends inward, toward the truck bed. If you will not need to access your truck bed, or will be able to access your cargo from the rear of the truck, the rack should not cause any issues for you.
If you will need to access your truck bed, I recommend using a roof rack system that will install in tracks on top of your truck bed rails. For the track, I recommend the Yakima 60 Inch Track for Roof Racks # Y01135. You will also want the SkyLine Towers # Y53TR, LandingPad # Y00221, 66 Inch CorssBars # Y00410, and the RoundBar SL Adapter # Y03536. Having the crossbars installed on a track where they can be moved will allow you to move the crossbars toward the cab of the truck so you can fold back the tonneau cover.
A bike rack like the Swagman Upright Roof Bike Carrier # S64720 that you referenced will work well with the Yakima crossbars to carry your bike. The Upright rack does not require you to remove the front wheel to mount the bike. I have attached a link to all of the roof mount bike racks we offer that are compatible with round crossbars.
