Yes, to flat tow your 2013 Honda Fit you will need to pull fuses. To make that easier the part # RM76511 that you referenced is recommended. This will install in place of the fuse and will allow the circuit to be deactivated with the flip of a switch.

You will need to check the owners manual of your vehicle to determine which fuse needs to get pulled and for more information on flat towing your vehicle.
