Im interested in the Yakima FrontLoader Wheel Mount Bike Carrier - Roof Mount Code: Y02103. Will it fit as-is on a Toyota factory roof rack on a 2010 FJ Cruiser or are any other parts needed?

I checked fits with both Yakima and Thule and there is not a bike rack that attaches directly to the factory cross bars on your FJ Cruiser at this time. You could use the Yakima Roof Rack, parts # Y00409, # Y03536 and # Y33TR to install the FrontLoader bike carrier on the roof of your vehicle.
