Torque Rating on Hitch Ball on Reese Friction Sway Control Kit

i plan to buy the Reese Friction Sway Control Kit. how do you tighten the hitch ball of the sway control? I find the base of the ball to be round so theres now way to counter tighten the ball when installing it?

I spoke with my contact at Cequent and he said you should torque the hitch ball of the Reese Friction Sway Control Kit # 83660 to 100 ft/lbs.
