You might want to check where the fuses and relays from harness # 118242 install on the truck. For some reason, on certain model trucks Ford did not include the metal contacts in the places where those fuses and/or relays install. If that is the case on your truck then the brake controller will have to be hardwired in. Be sure to also check for an in-cab fuse panel, if equipped, to see if any fuses need to be installed there as well.
Also, you mentioned that only 3 of the wire contacts are connected. If the black or the white wire is not connected then that would be the problem. The black wire is 12 volt power to the controller. The white wire is the ground for the controller. Blue is output to the trailer brakes and red is input from the brake switch.
It is possible that the wires are not in the correct locations in harness # 3035-P. The end that plugs into the truck should look like the picture I have included. If the wires are not in those locations you would need to move the wires to match the picture. Make sure you are plugging it in directly into the factory port as shown in the video I have linked.
If you have to hardwire in the controller then you will need installation kit # 5506. The white wire will connect to the negative battery terminal and black will connect to the positive battery terminal via the included circuit breaker. The blue wire will need to get routed to the back of the 7-Way and will install in the 7 o'clock position.
The red wire will connect to the cold side of the brake switch. You will need to use a circuit tester, # 3808, to test the brake switch wire located above the brake pedal. You will need the one that only shows power when the brake pedal is pressed. I have included some links that will help if you have to hardwire in the controller.
