Choosing The Correct Ball Mount To Keep Trailer Level
Question:
What is the closest the adjustable mount will get to zero /rise? If I have to be slightly off level to use it, which is better, slightly tongue high or tongue low?

If you can get within 1/2 inch of perfectly level, that would be ideal. If I were to choose whether it is better to be higher or lower I would choose higher because you will get a bit of sag when you hook the trailer up.
The Draw-Tite Ball Mount, part # 7390 has height adjustments in increments of 1 inch, so you should have no problem getting within that 1/2 inch range. The ball mount has a maximum rise of 3-3/4 and a maximum drop of 5-1/4 inches, and uses hitch balls with a 1 inch shank.
I have attached a helpful article that explains how to select the right ball mount.
