Can the wheel lock arms be placed over bike frame if bike has fenders?

I have a solution for you, but when a wheel mounted bike rack like the part # SA4026F that you referenced you cannot use the wheel mounts on the frame. A better solution for a bike with fenders is a frame mounted bike rack like the Saris Freedom 2 Bike Platform Rack # SA4412B. This is a similar rack that should work well for your bike with fenders.
