Trailer Wiring Recommendation and Routing of 4-Way for a 2014 Toyota Highlander
Question:
Wiring 5 pin harness for towing in 2014 highlander and would like to mount out side on bumber instead of wiring running through hatch ? Why no access through bottom ?

It may seem counterintuitive, but actually having the trailer wiring harness store on the inside of a vehicle is preferred as it prevents the harness from getting damaged or corroded by inclement weather.
If you really wanted to route it to the outside of the vehicle I am sure there is a hole in the bottom of the trunk/floor that would give you access through a grommet to the outside of the vehicle that you could route the wire through.
The Curt Harness part # C56217 that you referenced has been confirmed to fit your 2014 Toyota Highlander. To convert it to a 5-way you would want the # 20036
