In order to be able to plug in a brake controller on your 2011 Ford van it will have to have come with either a factory 4-Way or 7-Way trailer connector. If it did not then the brake controller will have to be hardwired in.
On a 2011 Ford E-350 Van with the factory tow package the brake controller port should be located behind the center of the dash above the stereo. You will need to remove the center panel above the stereo and to the left. Once it is removed there is a box where the Factory OEM brake controller would normally be installed and the connector is behind that box. I have linked a video that should help with getting access to this location. Go to about the 4 minute, 35 second mark.
If your van did not come with a trailer connector then you would need to hardwire in the controller by first installing a 4-Way # 118551 unless it already has one. Then you would use 4- and 7-Way installation kit # ETBC7 to hardwire in the 7-Way. I have linked a video that shows a hardwire brake controller installation on a 2012 Ford Van which will be basically the same as your 2011.
