The Curt Class I hitch you referenced, part # C11282, is a confirmed fit for all versions of the 2013 Cruze, including yours with the RS package. I confirmed with my technical contact at Curt Manufacturing that this hitch will fit your Cruze RS and that there are no special installation steps required.
The written instructions and a step-by-step installation video are linked for you. I also included a helpful article with tips on hitch installation. Curt classifies this hitch install on your vehicle as being among the easier to do. The instructions indicate the tools required, among which is a torque wrench to ensure the included fasteners are tightened to the correct degree.
If you'll be using the hitch for a cargo carrier like # C18110 or a 2-bike carrier like # TH903202 you'll need to also user the Curt Stabilizing strap # 18050 or a similar item to help support that load.
