Hitch Recommendation for a 2015 Chevy Malibu that Does not Require Stabilizer Strap
Question:
The Curt C12115 model states it requires a stabilizing strap when used with bike rakes for the warranty to remain valid. Does this model from Draw-Tite have the same requirement? If not, is it therefore more stable when used with bike racks?

Only Curt requires the use of a stabilizer strap like part # 18050 when using a hitch like their part # C12115 with a non-supported load like a bike rack.
The Draw Tite hitch part # 36538 that you also referenced does not have this requirement so I would recommend it for you. The strap would make the bike rack a bit more stable, but if you are using a quality bike rack with an anti-rattle device like the nicer ones have built into them it wouldn't be worth it to use the strap as well.
