There are 5 basic components required to flat tow a vehicle with an RV or other vehicle.
•Tow bar
•Base plate kit
•Safety cable set
•Tow bar wiring
•Supplemental braking system

The Roadmaster EZ Base Plate Kit, # 52285-1, that you looked at is designed for the 2008 - 2015 Smart Fortwo and works with a tow bar like the RoadMaster Tracker Tow Bar, # RM-020, which is sold separately.
