The Reese Under-Bed Rail and Installation Kit # RP30074 that you referenced is a fit for the Ram 2500 with 6-foot bed up to the 2013 model year. This will not fit your 2015 Ram 2500 without the factory-installed rail kit. I confirmed this with my contact at Reese. Also there is no plan to offer a rail kit for your truck that will accept the Elite Series hitches.

In general the custom-fit type of install kit will take less time to install and require no drilling into the vehicle frame, unlike universal-kits that cost less. With this install kit in place you can choose a compatible industry-standard 5th wheel hitch from Curt, Reese, Valley, Draw-Tite or Hidden Hitch.
