I spoke with my contact at Roadmaster and he said if your battery is reading 12 volts you will want to test the 12 volt outlet that the remote is plugged into with a voltmeter. He said on the Roadmaster Even Brake System, part # RM-9400, the remote needs to be receiving 12 volts for the unit to be working properly. If it is receiving less than 12 volts through the outlet it will give the Not Operational - Low Battery message.

Easiest way to fool a brake controller into thinking a trailer is connected is going to be by installing a brake magnet on the circuit as that's the "draw" it's looking for. For that you could use the part # AKBRKR-M12 and you'd be set. The minimum ohm resistance you'd want is 7.5-8.2 ohms which is the normal resistance found on a trailer with the smallest brake magnets offered. If you went the diode route that would be the size you'd need.

It's not uncommon for a heavy duty trailer wiring setup to have two 12 volt accessory circuits. If you have a circuit that is hot all the time as well as a circuit that is powered only when the key is on you can decide which you'd rather have for your trailer wiring. It sounds like there is something wrong on the brake output circuit of your trailer. The reason I say that is because you have 12 volts at the connector on your 2008 Ford F350 brake controller but somehow only 3 volts are making it to the brake assemblies.
