The etrailer Spare Tire Lock part # e98892 that you referenced can lock a spare tire to it's mount but I can't guarantee it would lock your spare tire rack to your spare.

It does appear to have a mount under the trailer for your spare. It looks like you just need to use some bolts and then use a lock like the Spare Tire Carrier Lock # FETCHL0700 to secure it.

I have another option for you, but unfortunately we do not have any locking lug nuts that fit the Demco Spare Tire Carrier # DM15853-52 you were looking at. This carrier has threaded studs that are 1/2" in diameter with fine threads which are different than standard 1/2" x 20 studs used on a trailer so a standard lugnut will not work.
