In the installation instructions for the B and W Companion Rail Kit part # BWGNRK1012-5W that you referenced it states that some trimming of fender liners can be required. If you check out the install video that I attached around the 1:15 mark we show how to remove the fender liner so that the hitch can be installed.

It looks like the Harbor Freight Folding Trailers use a Jeep style fender so if that's the case then the best option we have for replacement is the Single Axle Trailer Fender part # HP99VR which will work just fine with 4.80x12 tires. You have 12 inch rims, but extra 3/4 of an inch you measured is for the lip of the tire that does not count towards the overall diameter.

Not only are these larger and more durable but since they install on a ball mount they are easily removed and they will not interfere with factory trim components like fender flares.
