The Tekonsha # 118325 won't fit the 2021 Ranger. Instead, you'd need to use part # 22124 if your truck isn't equipped with the factory 7-way connector. You can then use either an adapter like # 47345 or a T-harness like part # 118384 which would install inline between the 7-way and the harness provided by the # 22124.

I'm not necessarily sure that the air pressure of the tires is the main culprit here since the smaller tires have a higher air pressure to compensate for the lower capacity; you could absolutely go with a larger tire like the Loadstar ST175/80D13 Bias Trailer Tire with 13" White Wheel - 5 on 4-1/2 - Load Range C # AM3S140 to give yourself a higher capacity tire that doesn't require as much air. I was able to find an online version of the owner's manual for your 1997 Ford Ranger and on page 244 it looks like you can flat (recreational) tow your vehicle but you will need to disconnect the driveshaft at the rear differential and properly support it under the vehicle otherwise you can only travel 50 miles at a max speed of 35 mph.
