The first thing you will need to determine is what the weight capacity of the trailer is. There should be a plate or sticker on the trailer or on the axle with those numbers.

You can use electric brakes with a Timbren Axle-Less Suspension System rated for 2,000 lbs, however, you would need the Heavy-Duty system, part # ASR2KHDS01. Your travel trailer's suspension is not correctly configured. The axle on the right in your photo has what is called an "axle flip kit" or an "over-under kit" which means that the usual placement of the spring stack and axle are reversed. Our trailer tire and wheel packages do not come balanced as they do not require it. Trailer wheel and tires are designed to support heavy loads and generally not looked at for a smooth vibration free ride. That is the same reason you virtually never see shocks on a trailer.

To add a second axle to your trailer, apart from the axle you'll need another set of hangers that need to be welded on, another leaf spring,four more U-bolts, an equalizer, four more shackle straps, and eight more shackle bolts. A trailer axle should actually be bowed upwards in the middle and not downwards. When the trailer is loaded with your boat, that upward bow will flatten out and your tires will make even contact with the ground.
The downward bow of your axle should not be happening so you should be sure you aren't overloading your axle. I recommend replacing your axle and ensuring you stay under the axle capacity.
