I may have a solution for you but a hitch stabilizer like the Reese Friction Sway Control Kit # 83660 is not designed to reduce rpms and save fuel. The purpose behind the # 83660 is to reduce trailer sway caused by winds, curving roads or sudden maneuvers for improved stability and increased towing safety.

I don't see any reason why you can't connect an elbow to in the manner you are speaking of with a disc brake actuator like the Dexter DX7.5 Drop-N-Go Brake Actuator - Disc Brakes - 2" Ball - Zinc Plated - 7,500 lbs # 099-175-20. The shock in the actuator needs to be perfectly horizontal, of course, but there's no reason you can't attach a 90 degree elbow to ensure you can get the fit you need. view full answer...
The distance between the mounting holes on the Pollak 7- and 4-Pole Trailer Connector Socket with Mounting Bracket, # HM40975, measures 2 inches to 2-3/4 inches. I have attached a picture to illustrate these measurements.

The EZ-Lube spindles have a hole in the spindle so that it fills the hub components from the back of the inner bearing. This forces air out of the hub area and will disburse the grease toward the outside of the hub on the grease fitting side.
