I may have a solution for you but a hitch stabilizer like the Reese Friction Sway Control Kit # 83660 is not designed to reduce rpms and save fuel. The purpose behind the # 83660 is to reduce trailer sway caused by winds, curving roads or sudden maneuvers for improved stability and increased towing safety.

To help with fuel economy you would want something along the lines of a tuner like the Edge Gas Evolution CS2 Performance Tuner # EP85350. This tuner works with the 5.3L V8 engine Trailblazers to boost horsepower, torque, and fuel economy by reprogramming your vehicle's OBD-II engine control module (ECM).
