The E1 Error code on the Hopkins Impulse Brake Controller # HM47294, indicates that there is no trailer connection. There is something funny going on with your brake controller wiring. It sounds like the running light circuit is shorting out to the brake output circuit or stoplight circuit.

Your moped that has a wheelbase of 50.3 inches would work well on the etrailer motorcycle carrier part # e98873. The larger gaps between the rungs of the track are only on the ends of the carrier track which is 79 inches long. Since your wheelbase is 50 inches long the wheels wouldn't be out on the wider rung portion of the carrier.

I'm not sure which Blue Ox TrackPro weight distribution hitch they gave you but based on the bouncing there is a good chance the system is rated too high for your tongue weight. It could also be that it isn't rated high enough so it is completely ineffective.

Installing Timbren springs shouldn't cause your trailer to sway. If your truck and trailer are already level then I would guess the sway is caused by the trailer being overloaded or not properly loaded. Or your weight distribution isn't rated high enough.
I researched your trailer and the maximum loaded weight is just under 9,000 pounds and your maximum tongue weight is a little less than 1,100 pounds.

I took a look at your MaxxFan Deluxe Roof Vent w/ 12V Fan and Thermostat # MA00-05100K, and yes some play in your vent lid is completely normal.
Since you are in an area with relatively high winds like you mention, some play in your lid is expected.

I can honestly say I have not heard of an h5 error message on the P2, # 90885. If the controller is upside down it could be SH which would indicate a short. If the trailer is connected and it shows this then that indicates a short on the trailer. You will need to make sure the trailer and vehicle side connectors are clean a free of corrosion on the pins and in the back where the wires attach.

It could be a number of reasons why your trailer is swaying so much, however if you do not already have a WDS with sway control, I highly recommend investing into one.
You'll also want to ensure your trailer's load is distributed evenly. A lot of times issues can stem from an improperly loaded trailer. You'll want to ensure that your trailer's tongue weight is approximately 10-15% of the trailer's overall GVWR.

It sounds like your system may be overloaded. The first thing I would recommend is finding your actual tongue weight. Your Curt # C79JR (17600) has a tongue weight range of 800-1,000 lbs. If your tongue weight is around 1,000 lbs you're already at the maximum, or possibly more which would make the system ineffective. I recommend using the # e99044.

Your trailer wheels should not actually lock up. This is a common misunderstanding because locking the tires actually reduces traction and can cause more issues with your trailer tracking behind your vehicle. You do want your brakes to slow you as quickly as possible but you don't want them to lock up.

The NC means not connected. That means your Prodigy brake controller is not sensing when a trailer is connected. It is hard to say if the battery charger you used caused this problem but if the brake controller was hardwired to the battery then it could have overloaded the controller causing an internal problem and the controller will have to be replaced.
