It sounds as if you have the red wire from the Voyager Brake Activator, item # 39510, attached to the cruise control wire that is connected to the brake pedal switch. This wire will need to be moved to a different brake pedal switch wire. My contact at Tekonsha shows that on the 2010 Toyota RAV4 the correct wire to connect to is a light blue wire. This is an interesting problem since the trailer works with another vehicle and the harness works when you test it. It could be a ground issue somewhere. Plug in the trailer and then test the wires on the trailer side behind the trailer connector. If the signals are not getting further than the vehicle side connector then there is some issue on the trailer.

It sounds like there might be a little corrosion in your trailer connector and when you unplugged and replugged in the connector you were able to make a good connection. You might inspect the connectors for any corrosion and clean as necessary. That should get rid of the problem.

It sounds like the severed wires caused a big short circuit that damaged the guts of the converter box. These boxes are sensitive so they can protect the vehicle wiring in situations just like this. So it sounds as if it has done its job of protecting the vehicle. What you will need to do now is give the old harness a proper burial and replace it. Since you said recently this problem has been happening, I suspect the problem may be as simple as a loose ground wire or one that has a short. We had the chance to install the Curt Hitch part # C13149 that you referenced on a 2013 Toyota RAV4 that is the same generation as your 2014 model and we found that it fit just fine. I wonder if maybe you tried to use the wrong attachment points on the frame and that is why you had interference with your brake line.

If the jack light is working but the motor won't that means that the jack is getting power so we can rule out the fuse/breaker being the problem. It is possible that the battery the jack is connected to has enough power to run the light but not the motor. The battery may need to be charged or replaced. A local auto parts store can test the battery.
