They are not completely waterproof but still do a great job of helping protect what's underneath like most other tarps. I reached out to Extang directly regarding your inquiry on the Replacement Cab Clamp # EX1034. They advise to release the clamps, remove the tarp from the rails so that the frame loses enough tension to be pulled apart. Included is the tarp replacement guide that explains how this process is done.
You will skip steps 1 & 2. You DO NOT need to cut the tarp.

I spoke with BAK, and they said when the BAK Revolver X2 Hard Tonneau Cover # BAK39122 is rolled up, the only thing that will sit below the bed rails is the mounting rails, which will sit 1-1/2" to 2" below the bed rails and will run the entire length of the truck bed.

The maximum height of 7ft that was referred to in the question you saw about the Rhino Rack Batwing # RR33100 just refers the length of the telescoping legs. Inevitably some vehicles are taller than this and when you take into consideration the size of the crossbars and side rails, the Batwing can be mounted higher than 7ft off the ground, but it will have a slight downward tilt-which might be helpful in keeping moisture from pooling on it anyways.
