You actually want the steering wheel to lock on the vehicle that is getting towed on a tow dolly so what you have now would work great since yours locks. If the front wheels didn't lock there would be damage to the side of the vehicle as it turns since the dolly would hit it.

If you do not run the wire to the battery when installing your harness, the tail lights on your 2014 Chevrolet Cruze should still work. The harness will not have power so any trailer you would connect would not have the required 12 Volt power.

The Curt wiring harness you referenced, part # C56214, does require a 12V power connection to your vehicle battery in order to operate your trailer's lights. However, if this power wire is not run to the battery, the vehicle's tail lights should still behave normally since the harness plugs in on the vehicle in parallel. The harness will not be able to provide power to a trailer's lights without the 12V power feed.

Tekonsha Prodigy P2 trailer brake controller, # 90885, connects to a fused power source directly to the battery and not an ignition source. This means the controller draws power even with the key off. However, it goes into a kind of sleep mode after about 15 minutes of inactivity and will not draw much power from the vehicle battery.

To install Curt trailer hitch # C11282, you will not need to make any modifications to the bumper or rear fascia. You will need to temporarily lower the exhaust by simply removing the affected area off of its hangers while supporting the pipes with a strap. And there is a heat shield that has to be modified as well but it is under the vehicle and not visible.

The power wire for harness # 118508 can't connect to the fuse box. It has to go to the battery on your 2012 Chevy Cruze. You can route the wire to the battery any way you want. Along the frame, through the frame, through the interior of the vehicle. It depends on what you want to do.

The Draw-Tite Trailer Hitch, # 24882, will bolt to the bottom of your 2011 Chevy Cruze using factory holes in the frame rails. Unless the 3rd brake light on your 2017 Chevrolet Cruze is activated by one of your side tail lights, the Roadmaster 6-Diode Universal Wiring Kit # 154-792-118158 will only activate the tail lights on the left and right side of your Cruze.
