Based on my research, it is required that you disconnect your battery during towing. The Automatic Battery Disconnect For Towed Vehicles, Item # RM-766, is what you need. You are correct in that you only need to install the tire cables on the outer two rearmost tires on your motorhome. For this, the best choice is the Glacier Cable Snow Cable chains # PW2028C chains with hardened steel rollers. There is a hitch that will work for you, but the Bumper Hitch Receiver # S64025 that you referenced is for use with bike racks and would not be a fit for your new Roadmaster Spare Tire Mount RM-195225. Instead, I recommend the Ultra-Fab # UF35-946402 which is a 2" trailer hitch receiver that clamps onto 4" x 4" square bumpers and has a maximum tongue weight of 350 lbs, which should be well within the range of the Spare Tire Mount and spare tire.

I spoke with Roadmaster and confirmed the Roadmaster InvisiBrake Supplemental Braking System part # RM-8700 is not a fit for a Smart fortwo due to limited mounting locations. Instead, I recommend the Demco SBS Stay-IN-Play DUO Supplemental Braking System part # SM99251 for hydraulic brakes or the Demco Air Force One Supplemental Braking System part # SM99243 for air brakes. The pictures on Curt trailer hitch # C11020 that you see are on a 2013 Smart fortwo so there are some differences in appearance between it and a 2015 model. But the hitch still fits the 2015 models as well so no worries! The only exclusions are for the Brabus models. There are no hitches for the Barbus models.
