The load range of the tires you are using will depend on the trailer's capacity. You can use tires with a higher capacity than what the trailer is rated for (though it does not increase the trailer's capacity) but you would not want to go lower.

You will have no problem installing a B&W Turnoverball gooseneck hitch in your 1997 Ford F-350 with the Duraliner bedliner. You will have to cut through the bedliner for the hitch ball hole and for the safety chain loops. Also, if the bed liner is too tall to allow the gooseneck coupler to rotate properly you may need to cut a larger hole in the bed liner avoid interference from the bed liner while towing.
