I went out to the warehouse with the digital caliper # PTW80157 and found that the shackle of the Roadmaster Quick Disconnect Padlocks # RM-308 measures about 0.23" which is close enough to 1/4" that it is classified as a 1/4" shackle (technically it's about 15/64").

I believe you are asking about the holes in the brackets at the base of the upright on the Swagman XC2 Wheel Mount Bike Rack, item # S64650, (see picture link). The oblong holes, closest to the upright bar are 3/8 inch wide and 1/2 inch tall. The round holes farther out on each side are 3/8 inch diameter.
