We were able to find out the dimensions for you of the Fulton Fold-Away Coupler Hinge Rubber Plug Kit # F500705.
Using digital calipers it measured 0.423 inches tall and its round base has a diameter that measured 0.426". These are designed to replace the rubber dampener plugs for the Fulton Fold-Away couplers:

The couplers will swing 180 degrees. Depending on how long the tongue is and the shape of the trailer the coupler may hit the trailer frame before it opens up to 180 degrees. I installed one of these on a small boat trailer this summer. The tongue was 36 inches long so we cut it at 18 inches and installed the Fulton Fold-Way. If we go by the max pivot length chart, see picture, at 3,100 pounds the tongue weight maximum would be 310 pounds (since in the chart the max tongue load is 10 percent of the gross trailer weight). The trailer's tongue weight will depend on how the trailer is loaded and should be in the 10-15% of the total weight of the trailer. You will want to measure the size of your trailer tongue to determine what size hinged coupler kit is needed. The hinged coupler kits fit the 2 x 3 inch, 3 x 3 inch, 3 x 4 inch, and 3 x 5 inch tongue size.
You will also want to make sure when installing the hinged coupler kit that the distance at which you install the hinge on the trailer tongue will still allow you to maintain the correct weight capacity and tongue weight for your boat and trailer.

The Fulton # FHDPW330300 fold away coupler hinge is designed to slide over a 3 x 3 inch trailer tongue, so the inside dimension is just slightly larger than 3 x 3. To install, you'd cut the trailer tongue at the point where you'd like it to fold, slide the hinge over the tube and weld it into place. The hinges aren't intended for use on aluminum trailer frames.
Fulton also makes bolt on hinges for a 3 x 4 tube, part # FHDPB340301 or 3 x 5 tubes, part # FHDPB350101.

I went out into our warehouse and measured a Fulton Fold Away Coupler part # FHDPB350101 and found that it is 7-1/2 inches in length.
From the center of the hinge pins it measures 3 inches to the closer end of the hinge and then 4-1/2 inches to the other side.

The shorter the tongue the less play you will notice. There is play due clearances needed to allow the hinge to be able to open and close without getting stuck.
