Basically you will look in the vehicle owners manual for the towing capacities of that vehicle. Also there should be listed a gross combined weight rating. This is the maximum that the vehicle and trailer can weigh together and includes cargo, passengers, fuel and anything else in the vehicle and trailer.
Stay within the towing capacity and stay within the gross combined weight rating and you will be fine.

So the Curt Rockerballs like the # C94CR sit about 1-1/2 inches taller than standard balls. And most rise/drop calculations are measured at the base of the ball and not the top so that changes the 16 inch height to be right around 14 inches for how our ball mounts are organized/measured. So then subtract the 1-1/2 inches of the Rockerball puts the height instead at 11-1/2 inches which is right at the 11 inches of your hitch opening. A smaller 1-1/4-inch Class II hitch on your 2008 Toyota Sienna will have a slightly greater height above ground than a 2-inch Class III type. I went out into our warehouse and measured the distance from the top of the ball mount platform to the lower portion of the receiver opening of the MaxxxTow Ball Mount # 70066 and found that it measures 5-1/2 inches.

I sure can; when we installed the Draw-Tite Max-Frame Trailer Hitch Receiver # 75237 on a 2012 Toyota Sienna, we found the distance from the top of the receiver to the ground was approximately 11 inches. Taking into account the lip and the receiver opening being 2 inches, it will be about 8-3/4 inches from the ground to the bottom of the hitch.

You're right, it doesn't make much sense, so I reached out to Thule and they confirmed the Evo Raised Rail Feet # TH710401 do not fit the 2017 Toyota Sienna. Then I asked why that might be since they are raised rails and they were unable to provide a specific reason behind it. So while I know it sucks, I can't tell you that it's okay to use your current WingBar crossbars since Thule says it won't work.
